i7-4770K bus speed < 100 and Maximum turbo core clock 379*

CPUID i see 8-39 multiplier. In many tests, Maximum turbo core clock  = 379* and no 389* And for what does not reach the limit 3900 ?

And last version CPUID i display 8-39 multiplie but last version AIDA64 CPU 38 multiplie.

And Why base frequency is not equal to 100 and equal  = 99.94
